Why was he out?

I'm having a hard time understanding why Wilbert Ramon Banks was not locked up. Banks, 26, is charged in the shooting deaths Saturday of two people who gave refuge to his abused former girlfriend on Westhaven Drive near 34th and Georgia.

He had a history of violence toward women and drug abuse going back seven years when he pleaded guility to drug possession and placed on probation. In 2003, he was arrested in Potter County for allegedly assaulting a woman, who was the mother of his 6-year-old son. She was kicked until unconcscious.

Banks pleaded guilty and served 16 months of a 3-year sentence in state prison until he was paroled. Then just two weeks ago, charges were filed in Potter County that Banks struck Natasha Coil several times with his hands and feet, grabbed her hair and choked her. Those charges are pending.

Did he slip through the cracks or jwas he just a legal free man working the system? Sounds like a ticking time bomb who was a definite menace to society.
